There are many Mumble clients for almost every platform including Linux, MacOS, Windows, the BSDs, Android, etc. The client component is just that - a client program which connects to the server and provides the interface for the user.
If you do plan on using your own hardware remember that while the server itself does not necessarily need to be state of the art you will need a fast and stable internet connection with a decent uplink speed if you have 20 people talking at once. Furthermore, if you do configure something incorrectly and the server is compromised at least it is not running on your LAN. I would recommend using a VPS because they typically have access to far more bandwidth than you can get at home for a similar price. For your case of ~20 users you should be able to run the server component on a cheap VPS (which I would recommend) or on your own hardware. The server component runs on a *nix server - either one that you host yourself or a VPS (virtual private server) which you can get from a myriad of different cloud companies. The server component is called "Murmur" or sometimes "Mumble Server." Mumble consists of two components: a server component and a client component.
